Reducing recessed light

This might be an obvious question but we took these spotlights down when getting the ceiling skimmed and repainted. Now the ceiling is painted I was trying to refix them but can't seem to get them to hold inside. What is the technique? They don't seem to spring down if I push the fitting into the hole.

Push the long arm up the hole and keep the small arm down, they should pull up.
 
Push them up into the hole so that the short part of the retaining clip isn’t in the hole and the large part is
 
FWIW I’d be getting rid of those fittings for something more modern and with much cheaper bulbs

Thanks, I'm intending to swap these out at some point in the near future as a bit dated. Bulbs already switched to LED.
