Refilling boiler

I drained my Utica 150-AGB boiler (from 1985...I know it's old...) with a Fill-Trol expansion tank in order to have two radiators re-installed. I had a plumber come out to reinstall the radiators, but after an entire day he couldn't get the boiler to refill. I wasn't home to ask any questions, so I can't tell you what he did or if it was done correctly. At this point I can't exactly afford to get a new plumber/HVAC person to come out (literally cannot afford it, so if that's your suggestion please just ignore this post) to get the system up and running. So I'm hoping someone can let me know how to refill the boiler?? There is no obvious autorefill valve, I tried following the cold water line and turned the nearest knob to see if that would get water running but nothing happened.

This system was working prior to all of this, so I'm really hoping it's something easy/dumb:(
 
This is a UK based forum. There is possibly a similar US site where you may get some relevant advice. I've not heard of your boiler, although a picture of the installation may give us a clue. If you have a sealed system then there must be, what we call a filling loop, fitted close to the boiler.
