I've not followed this story before.

But it looks like the decision is down to the local councils:

Elections in some local councils are facing further delays, amid an escalating blame game over Labour's planned overhaul of local government in England.

Ministers have indicated they will agree to postpone elections due next May until 2027, if authorities request it by mid-January.

The government is giving them a choice of extermination in an election or keeping their jobs for another year. They don't have to give them this choice, and their answer is an obvious foregone conclusion.

The only decision being made is the government's, in offering them the option that they're very likely to take.

Some will be in power for 6 yrs instead of the normal 4, imagine the uproar on here if a certain blonde man in the USA decided to do that.
