reinforcing wooden joist

how would one reinforce a 300mm x 75mm joist with a steel plate.. with the idea that the steel plate would support the joist in the area where notching of the joist has teken place?

Can anyone help? pls

I would use single sided timber connectors and M12 bolts to fix it on.

How long is the joist, how deep the notch, what does the joist hold up, is it a purlin?

The joist spans at least 3 metres but i cant really tell. The notch is for 2 inch drainage pipe so not large (but large enough for building control to want it reinforced) and it isnt a purlin but an underfloor joist..

are these single sided timber connectors hard to come by?
