Reinstating a garage removed by previous owner

We would like to remove the old shed which is in the way of the back extension. We have a big space to the side of the house where the previous owners demolished a garage and put up a lean-to. We would like to rebuild a garage/shed type structure in the same footprint of the previous garage.

My question is do we need PP for this since we are changing the look of the house from the front?

Call the local planning dept! It's a good question though as it's not a change from the original design; I would hope they say do it under permitted development but planners can be odd
 
If the new garage will be attached to the house it's almost certainly a pp job.
EDIT Have a look at the Planning Portal for guidance for England. If your new garage was detached from the house and not forward of the principal elevation you could build something fair-sized under PD (always assuming you have any PD rights)
