remediation needed for badly rusted Radiator

hello all, I have a radiator in the bathroom , the inlet and outlet show some very badly rusted. very appreciated if you could help and advise how I can remediate them to make good, or prevent them from further rusting .

Par for the course for a powder coated towel warmer, chrome plated not much better.
Replace them regularly some nice stainless ones available total cure.
They tend to go quicker when near W C.

can it be replaced in isolation, ie, without draining down the whole heating system?

both inlet and outlet have the same valve :
