Remove metal flue liner before blocking?

We've had a gas back boiler removed from our 30s semi, leaving a metal flue liner dangling, with fibreglass insulation sealing around it. At the top is a gas terminal.

Does the metal liner need removing before sealing off the bottom (+ adding an air vent)?

Is the gas terminal sufficient to cap or should it be removed and capped?

My own has been redundant for 20yrs with the liner, gc1 cap still in place.... bricked up and vented in livingroom....no problems.
