Remove tar adhesive under parkay floor

I have just taken up a load of parkay hardwood floor now left with horrible tar like adhesive over render concrete floor, obviously i want to remove this before i lay a new cement tiled floor, any suggestions on removing this horrible stuff thanks

Depending on how long it has been down, the adhesive may contain asbestos, you might want to get it tested before proceeding.

Oh kack how do we do that, all the parkay tiles are up now, its a small porch area about 1mx50cm
