Removing a basin tap with recessed nuts

The hot water side of my basin tap has become blocked, or it has some kind of problem as the hot water flow is now just a trickle. No problems with the hot water elsewhere.

Assuming the problem is with the tap rather than the supply and I'm unable to fix the tap and have to replace it, how do I remove this fixing? Not sure if I have to remove the pipes first in order to move the bracket?

Unscrew the pipes and remove, then try and turn the fixing, soak in wd40 first. If no joy then multi tool time.

What can I use for the nuts? They're flush with the basin surface and there's not much room around them so access looks tricky.
 
Cut the pipes so that they are about 200mm long then use a pair of grips and turn each pipe until they come off.

Is there an isolation valve fitted below? If so, try testing from there. Could also be debris in the tap comb on the cartridge if fitted.
 
1. That type secures by the threaded rod being turned like a normal screw.
2. If the waste is a pop up waste, access is normally through the hole for the pop up lever to an Allen key internal to the threaded rod.
3. If there is no access from above, try an Allen key (usually 2.5, 3.0 or 3.5 mm) up through the base of the threaded rod. Turn clockwise as you face upwards.
4. If in doubt, use a multi-tool to carve a groove into the end face of the threaded rod, then us a screwdriver to turn it.
 
A 5mm Allen key from above, through the tap body, did the job. Thanks for the help!

Also, when I removed the tap tails, what rolled out of the inside of the hot feed? A little brass screw that had been missing from the washer in the adjacent bath taps! It must have fallen into the bath tap and then travelled up this pipe to cause the blockage.
