Removing a shower hose

A friend who is in a rented flat asked if I could go over with a spanner and swap the hose on the bath. The problem is the bit just below the nut also spins around. So I assume I need to go back with some stilsons to hold the part below as it's round. Apparently it never used to spin so my question is does anyone know if it's broken?
I'll attach a picture. They're the sort of taps you probably only see in rented accommodation these days. Cheers.

I do not recognise that particular make of deck mixer, but I suspect that 'spinning' part is a non-return valve to stop any possible contamination should the shower head be dropped into the bath. A good hold with molegrips and some cloth to protect the chrome should see the hose free. Its either a non-return valve or a flow diverter for the shower hose.
