Removing lumpy emulsion

Hi, Please can anyone advise me on the best way to remove lumpy emulsion paint from my kitchen ceiling? I stupidly painted my newly plastered ceiling with emulsion that had been in the tin for years and had tiny slithers of paint skin in it, as I thought it would dry OK. However, with the light on the lumps are unsightly. It has been up now for two years and I am ready to tackle it. I now wish to remove it and paint again with fresh smooth emulsion. So, should I use a hand sandpaper, an electric sander or liquid sandpaper? It is a small kitchen so it won't be tiring if it has to be done the hardest way. Hope someone has good advice. well i would 1st try using a decent filling knife to try and flick the worst bits off,then just sand the bits down,and start again.
just for info next time you use old emulsion,borrow your wifes tights and drain it through.
