My new double garage floor was sealed with PVA before it had dried properly, now it is starting to peel off in places, is there a easy way of getting all the PVA off so i can paint it with floor paint.

If its only skinned to top, then try some soapy water, with a scrubbing brush.... or you could wire brush it and use a jetwash..... would be messy tho....

I managed to get it all off, trouble is the floor is so dusty now even after sweeping out a few times still loads of dust.

Is there anything i can seal it with, or should i just paint it?

i have had limited success with floor levelling compound but there is always the risk that the product may 'lift'.

mattysupra may have a better solution?

I have a similar problem - house is 6 years old, we have been there for four.

No matter how much I sweep it the concrete floor creates dust. Never had the problem with concrete I have laid!

There are treatments to harden the surface of concrete and I was recommended to do this before painting it. When SWMBO's jobs have been done I may be allowed to sort it out - it is low on her priorities!

I would not expect PVA to achieve much on a garage floor!

Google "dusty concrete floor"
