Sealing/stabilising concrete floor

I have a new concrete floor in my garage. Is it necessary to paint it to preventing it from becoming dusty? Can I not just seal it with PVA?
Why is it possible to leave the concrete bare on drives?

Another thing, the concrete was laid 3 days ago. How long is it necessary to wait for it to dry properly before applying the finish?
 
you realistically need to let it thoroughly cure before applying a sealer, probably 6 weeks. a dose of strongish waterproof PVA should do the trick
