Removing radiators

Have recently moved into a Housing Association rented house and the HA have given us £250.00 credit to spend on decoration.

I need to remove radiators to make decorating easier. The problem is I am not sure what to do in this case.

Have removed a few in the past as the CH system was I think you call it a sealed unit.

The system in this house does not appear to be a sealed unit, so I need to know if this is a DIY job or do I need a plumber.

One other thing there is a valve on one side (RHS) of the rad but not on the other side, on tuther side the pipe is connected to the rad.

One pipe system, oh dear housing couldnt be arsed to upgrade (pay) system, surely no 1 would fit a cdi and 1 pipe sys at same time, them boiler are only 97 - 98 arent they
 
The way to go about this:
Turn off the boiler at the spur, and take the fuse out.
Drain the system completely.
Remove rads.

You may need approval of the owner to do this.
