Removing sealant on window sill

One of the window sills at the front of my property has some sort of sealant on it (thanks house builder) that has always annoyed me.

Was hoping someone could kindly help to identify what type of sealant it is and also how it can be removed. Looks like a builder decided to wipe their finger on the sill to remove the sealant. It's solid to touch. Photos attached.

try using multisovle from ctec it is available in wickes. It is non abrasive and can help remove. otherwise maybe you can try pressure washing it off.
