removing sealnt on door windows

Hi,

Moved into a council flat and it's in a bit of a state. I'm not much good at DIY (which is a bit of a concern the state this flat is in) but just as a small example, out of interest do you think I should remove the sealent on these door windows and reseal to get the right finish?

I fear one of the tricky things is just getting all the woodwork painted nice and smoth with a fine finish. The flat w. Is a one bed flat mainly lived in by about 6 homeles people (like a squat) built in the mid 50s. Took it as I was a bit desparate at the tIme but beginning to regret it as the enomormity of the task sinks in.


Worst thing is I think the bathroom needs a complete overhaul, just pretty messed up but can't justify the spend as I'm just a tenant.
 
Assuming the sealant IS paintable and in reasonable condition, just paint over it, with some neat cutting in with the brush.

No shame in paint slightly overlapping the glass if it gives you a straighter edge.

Oil-based undercoat may be best on the bare sealant if paint doesn't want to stick to it.

No point making too much work for yourself, it sounds like you have enough to do.

If there are any gaps, I expect some decorators caulk will do to fill them.
