What is the chance of being able to remove wall tiles in our kitchen and making good the walls well enough to emulsion?

Depends, If they are the thick old tiles put on with sand/cement half the wall will come off, if they are modern with adhesive, you may get away with it. What area is it.
If the tiles are bad & you want them off go for it, but be prepared.

The house was built sometime in the 1980's. I'm not sure if the tiles are original - I doubt it. They're not very thick - no thicker than modern ones.

Can I sand any remaining adhesive off with an electric sander?

You can probably scrape the adhesive off, the chance are you will take some plaster off as well, but its do able
