Is it always necessary to apply a scratch coat to a wall? In this case the wall is perfectly flat new brick wall.

not especially no, but a scratch coat does provide a predictable surface upon which the float coat can be applied.

Thanks. I´ve successfully rendered on block but was just worried it might degrade more quickly. Time is of the essence.
