Repainting nicotine stained white gloss woodwork!

We are stripping out and repainting a heavy smoker's bedroom. Walls stripped down to plaster, ceiling 'steamed' free of nicotine globules (yuck!)- carpet to be replaced; but what about the skirting boards and door-frame /door? They are yellowed and shiney.

Can I just sugar-soap, sand enough to produce a tooth, then repaint? Or will I need to sugar-soap, sand, then seal before a repaint? Using maybe zinsser B-I-N or similar as a sealant?

Purists, please avert your eyes! - what I want is the line of least resistance and cost. It's a deceased estate so no, I won't be stripping them back to bare wood if I can help it!

I'd give them a light sand and see how you get on, probably a small patch to check adhesion. If that failed, I'd go the BIN route.
 
If you don't mind it yellowing, that's fine; otherwise, go with water-based. Johnstones Aqua is highly praised.

Ah, OK. I'd've (wrongly?!) assumed the oil would act as a block on any underlying stain! Thanks for the recommendation.
 
If you're worried about the staining coming through, the I'd use BIN first. Hopefully someone with more nicotine stain experience will reply. :)
 
Thanks - another question- if I sugar soap/ lightly sand the existing gloss- do I then need to use a primer before the Johnstones Aqua? In which case, which one? Presumably also water based? Or can I just paint the Aqua straight onto the prepared wood?

If nicotine and tar did that to the skirtingboards, you don't like to think what they did to the guy's lungs... :(
