repainting rendered patio wall

A customer ( we do gardening and handyperson work) has asked us if we'd give her garden a bit of a makeover. She has a patio area surrounded by a 3 ft rendered wall. The paint looks quite glossy, as if it might be oil based. Is that a possibility? The customer thinks she had to clean brushes in white spirit but otherwise she's not sure.
If it's not waterbased, would we need to use a primer before using a waterbased masonry paint?
Would it be best to use a pliolite based (or oil based if you can get them) paint instead of waterbased? Aware that there's a considerable difference in the cost of waterbased v pliolite, but not sure about primer and cost if we went that route.

Just wanted to add that the paint that's on is very sound. No flaking or cracking.
