Repainting skirting and architave

Hi,
My house is only around 3 years old but the skirting and architave which is painted in satin wood is starting to look dirty already and there are lots of cracks what have appeared.
Would it be ok just to chalk the cracks up and give it a wipe down and then repaint in the satin wood or do i need to sand it all down:(

You only need to give a very light sanding to the painted woodwork. the aim is not to cut through the paint to raw wood but just to take off any little nibs. when dusted off, sugar soap the woodwork and dry off. Then you can apply a coat of satin wood. Caulk up the fine cracks after the sugar soap.
