Repair and decorate RSJs

Got some repairs to do at a Barn conversion. Not been up that long but already signs of poor workmanship in build.

Need to prep and paint these steels that are looking rough.

Mainly the bases of 30ft steels, what extent to strip back and then fill/use a filling paint to feather in to good surfaces

Advice from pro's sought and gratefully received.

I may be wrong, but if that is an exposed RSJ, the paint may be a specialised intumescent one? - it's not necessarily a DIY job to prepare the steel and apply the paint to the manufacturer's standards.
 
Depending on how 'newish' it is, there may be some of the old paint tins kicking around in a corner somewhere. Worth a look around or ask the owner if they know what brand was used originally?
My first thought on seeing the picture, was it looks like fire cladding has been applied.

As mentioned I'd be very surprised if it was intumescent, intumescent paint requires ongoing maintenance throughout it's life to ensure it remains effective, periodically checking by suitably qualified persons, re-painting as necessary etc and consequently Building Control are very reluctant to allow it's use in domestic properties especially when exposed and outside because homeowners change frequently, they don't read the O+M manual (if one was even issued) or it gets lost or forgotten or just ignored and stuff exactly like this happens: someone comes along and has no idea it's painted with an intumescent paint.

It's external.
They are very modern buildings.
Purpose built.
Sorry, may have misled by saying barn conversions... They're in the grounds of a larger property.
AFAICR they are steel frame buildings.
I can get more photos when I visit next.
They're very blingy if you know what I mean... All steel and glass.
