If you want a "cozier" feeling, go for a warm white tube rather than cool white or just white.
You used to be able to get T5 tubes in colors as well; not sure if they're still easily obtainable in the U.K., but yellow would certainly be more "dim & cozy."

Basically you can't get dimmer tubes in a given size. A 13w T5 tube 21" long will always be 13w. To get a much dimmer light you would need to change the fitting and tube to a smaller one.
Oh that's a shame I thought u can get diff brightness tube lights just like bulbs

I know spot Lights require re wiring
But is the general lighting connection the same?
Eg if I have a tube light today can I change it to any light I want chandelier spotlight rod etc etc
I will install one of these instead if it's ok??

Have they ever? 8W T5, tubes are 12", always have been as far as I know.
Can't comment on the light.
I don't understand why you think that spotlights require rewiring? In general, if the voltage is the same then you can interchange light fittings. They all need a live, neutral and earth.
I'm sure I used to have T5s over my fishtank, and the 21" Grolux were 8W. Then again, I'm getting senile, my memory might be playing tricks.

I did look this advert does show a 6.4 watt LED replacement for the tube.
However the advert is flawed as at one place it states 240 volt and in another it states 10 ~ 25 volt AC/DC which is correct I don't know? Maybe both are correct? The one tube I replaced with LED had instructions for using it without removing the ballast you swapped the starter for a special type and the ballast just became a resistor with the 5 foot tube it was optional if ballast was removed or not.
I tried some other links and they were 12 volt.
The only way to reduce light output is to go to LED replacement. I feel it's a con where they state things like saves 50% of power yes a 24W LED does save power compared with a 58 watt fluorescent but it also reduces the lumen from 5800 to 2400 so in real terms it's dimmer.
However you want a dimmer light so for you it will work.
But every advert I found stated:-
Power consumption
225mm = 2w
300mm = 3.3w
530mm = 6.4w
Voltage 12v - 30v
I am not saying you can't get a 230 volt version but I could not find one. In the main 8W and 13W tubes are used in caravans, boats, and motor homes I just failed to find a 230 volt version.

Yup will just buy a wall light that comes with a dim bulb - sorted
