Replacing cylinder sealing excess tappings

Hopefully a simple question

I have to replace a direct 900 x 450 leaking hot water cylinder

The original had one cold inlet, one hot outlet, one immersion lower in the tank and a blanked tapping

I ordered a new one which came with three excess tappings, I got 1" BSP blank plugs from Toolstation, but they appear to be parallel threads

So the question is, do I need to fit fibre washers and ptfe the threads and or sealer

As they are parallel threads I suspect it requires fibre washers but wanted to be sure

PTFE, or better still Loctite 55, will be fine on its own, you don't need a fibre washer
