replacing mortar joints in crazy paving

Whats the best way to replace the mortar joints in crazy paving?
I was going to rake out old mortar to an inch deep, paint with pva glue and re-mortar. Does this sound right, what mortar mix should I use, should I add pva to the mortar mix.
Any advise much appreciated - thanks.
 
1:3 or 1:4

pva will do nothing and be a watse of time and effort.
