Replacing rad with towel rail

Intend to replace the rad with a towel rail in bathroom and plumber mentioned it need to be chromed copper or will rust quickly [think it's gravity fed , top connection used one side and bottom on the other].
Anyone confirm and explain why this is? thanks.
 
Just to dry towels , the house is a mega insulated [fairly] new build so only currently has tiny single rads around the place.
Budget around £100.
Can the tails be connected at base or do they need to stay top and bottom [will look ugly].
