Replacing squeaky chipboard flooring with plywood

I replaced all the boards with 22mm chipboard and there is basically no improvement... I didn't bother gluing down as I could tell the floorboards are not the issue, the joists are the things that are creaking. Standing on the joists directly with no boards still creaked. Could I try sistering the joists perhaps?
As mentioned, put noggins everywhere. This will stabilise the whole lot.
Literally, 3x2s cut individually for every location, to the mm and screwed with 4no. 5x70mm screws per noggin.

OP,
"Flooring Superstore"have instructions for laying chipboard or MDF etc.
Follow their laying the boards perpendicular to the joists instructions, & gluing & screwing details.

Joist spans and joist sections are well important - tables are available.
Check if the joist tails are firmly fixed in wall pockets or ledger hangers?
Expansion gaps must be left at all abutments.

FWIW: chipboard is a good primary flooring material- & as an underlayment for sheet vinyl its got no equal.

I have it under 400sq tiles in my ensuite. So far, been good for 14yrs. As my post above, it's all about good support and zero movement.
