Replacing towel rail valve

Going to have to replace valve on my towel rail as it sometimes leaks after the heating goes off not all the time.
I live in a bungalow and it’s a combination boiler, will I have to drain the whole system or can I just turn off all other radiators and just drain the towel rad and change the valve and refill?

Drain it all down, flush it through, replace the valve, new inhibitor, fill bleed and test.

Thanks for that, clear and concise, can you give me some idea how much inhibitor I should use for 7 rads in all?
