Replacing UPVC broken handles/locks

Hi guys,

Desperate for some help please. I've now had two window locks break on my old style double glazing. Looking on the web you can normally just lever off the plastic covers and unscrew - my locks though appear to be welded on somehow.

I've attached a pic to properly identify the type of lock I'm referring to but I really need some advice on how to remove/replace them please.

Could they be rivets? If so just drill them out and screw new handles in place, assuming the holes line up. New handles would be something like these http://www.handlesandhinges.co.uk/cockspur-window-handles/
