Restore old Al-Ko garden shredder

Hi guys
I have inherited this old garden shredder. Al-Ko H1100
However it is rusted solid, to the point that I can't spin the blades by hand.
Am I right in thinking they should be freely turning?
I've hit it with wd40 and a hammer but no budge.
Any advice on restoration?

The blade boss should be able to rotate but there may be a motor brake band on this one.
Pop the boss in a vice and see if it will turn by hand.
Can I recommend that you don't spend too long on this?
