restoring a kitchen wooden worktops...

I need advice on the best way to restore a wooden worktop in a flat i'm currently renting. I'm going to treat it with teak oil but first i need to eradicate black spots and one or two burn marks as it hasn't been treated for a long time. Should i use wire wool rather than sanding it? Or anything better you know of? It's only in a few places on the worktop so doesnt need to be totally done, and will obviously teak oil it all after eradicating the problems. Total novice at this so advice appreciated... thxs
