restroom fan

i not sure this is the right place to post it but i really need help. everytime when i take a shower in my restroom, the fan it seem not do anything (even though it running). i take the fan out and do some cleaning (there is lot of dust) and i realize that when i turn of the fan, the polarity of the fan it actually giving out (it the same way at we turn on the fan in our house. i not sure this it the right way. i am thinking that the fan support to be sucking the air out ratter than in. can any one confirme this for me please.

assume that i was right (the fan is sucking the air out) do we need to have the hole to on the roof for the air to escape the house. please help if anyone know how to show this situation.

The outlet from the fan should go out from the house somehow. NOT just into roof space. :(
