ridge tile mortar

Friend of mine has offered to re-bed all ridge tiles on my house after storms ( he is general builder/roofer )
mortar mix is 3*build sand 1*concrete sand 1*cement
plus PVA in mix
does sand cement ratio sound right ?
is there any need for PVA ?
any advice welcome .

an ideal mix would be three parts building sand to one cement with a dash of sharp sand for strength.

no pva.
