is it true that they are trying to get ring mains out and usin radials instead?

Some are of the opinion that ring mains are an outdated method, from back when we were trying to save copper post war. Radials are easier to extend. Each electrician has a preference, but each circuit has its own uses. They are not trying to phase out one or the other.

There was talk of getting rid of ring finals & 3036's in the 17th. In the end, both survived.
I VOTE TO GET RID OF RINGS...FOR GOOD
