Rising damp or condensation?

Can someone look at these photos and tell me what this is please. My daughter has asthma and a lung problem. She lives in a council flat with her husband and 7 month old baby and both her and the baby are constantly very ill with respiratory problems. In her lounge the outside walls are soaked from about 3 foot above the floor going down into the floor, it’s soaking wet , the water is running along her flooring . Everything is turning black in the flat, curtains, sofa, every skirting ceilings and more. Damp in every room now.
I feel it’s rising damp but the council sent out a worker ( not a damp expert) who said no it’s condensation, nothing we can do. I feel they are fobbing her off. She’s about to lose her job because she so sick all the time, and it kills me to see the baby struggling to have her bottle because she can’t breathe and suck at the same time.
It is only on the outside walls , surely condensation would be on every wall and run from the top of the wall and down. The council are trying to ignore her pleas for help and do as little as they possibly can.

Photo offer no useful info , need to know building make up and exterior photos. Details of ventilation etc.

Does the bathroom extractor fan work? When is it used?

Does anybody drape wet washing around the home or over radistors or "airers?"

How long are the windows open each day?
 
Bathroom fan is working, use it when we shower. Don’t have airers as I have a tumble dryer ( condenser style). Windows are very old and air blows in 24/7 same with patio doors.
 
Foxhole: here are photos of outside.
As you will see an area has only just been repointed last year.
The guy that came out has told my daughter not to have windows open as that causes more damp???

Looks like the outside has been soaked, possibly from drains/gullies. Plenty of no win no fee solicitors who might take the case on, as the Council seem unable or unwilling to act.
 
Are they the ancient style steel Crittal windows there? They get ever so cold and the house will never be cosy with them.
It looks like water is coursing through any sealing that they may have had at some time.
It looks like the ground outside is maybe too high, and you may be getting penetrating damp from water splash? That's well above your remit, I'm afraid.
There may be rising damp too, but for sure I've never seen water pooling on floorboards like that!
This house needs a genuine inspection by someone who knows what they are looking at.

Patches of the brickwork look like they have been wet but I can't make out the pattern. Please stand back and take wider pics of the whole wall, all the way up to the roof and gutters, and all the way down to the ground and drains.
