Rising main rhythmic knocking / pulsing noise after drawing from cold taps.

This annoying noise presented itself following a water meter install a few weeks back, which may or may not be a coincidence.

I've tested every hot and cold outlet in the property and can confirm the noise is triggered by use of cold taps and the washing machine. The noise does not occur while the tap is open, begins a few seconds after the tap is closed. The noise is a slow rhythmic knocking noise, like a pulse. When I grab hold of the 15mm rising main pipe, just before the cold water storage tank (in loft) I can clearly feel the pulse, causing a vibration to reverberate through loft timbers. The pulsing noise can last anywhere from 60 seconds to 5 mins+.

When the cold water storage tank fills the valve is very noisy - should I change the ball valve first, see if that resolve the problem?

There is an open vented heating system in place, also one of the two toilets fills from the loft water storage tank. Cold taps appear to be fed directly from the rising main.
