Yes, as far as reducing the flow is concerned

A spraying, perhaps several, over a period of time around the spindle with WD40 will generally free your internal rarely used stop tap... A good idea to have this working properly.

No pumps involved. Will try turning down the water from the street and give the stop cock some WD40
