Roku stick volume/standby buttons

I've been using my Roku stick, which has volume control, in a Technika LCD19-910.

I tried plugging the Roku into a Panasonic TX-L32C2B and the volume and standby buttons don't get a response from the TV.

Are functions on a HDMI stick dependent on the TV they're plugged into?
 
Put the Roku in HDMI 2 and leave other HDMI sockets empty. See it that works.

Should work in HDMI 2.

It seems the Roku has to be paired to the TV its plugged into which I've now done so now have working volume and standby on the remote.
