roof felt left in the gutters

Should the roof felt left exposed on the roof? please see picture, underneath there is lead flushing, the builders told me that does not matter, but will it rot?

is that a valley we're looking at? Can you stand pack and take a wider pic?

Did you see what's under it? Wooden boards, plastic/fibreglass form?

The neatly cut tile looks new so is this roof and valley a replacement job?
If the lead valley was leaking and felt has been used to cover the old lead then its well wrong.
But without seeing a photo looking up the valley its difficult to say whats happening.

The bottom line is that you dont use felt as flashing unless its for a temporary repair.
