The gutters may be blocked causing the rainwater to spill behind the gutters and then onto and over the plinth.
The gutters may have started to corrode through or the joints have gone.
check the tiles overhang the gutters enough so that water doesnt back over, also it may be worth fitting eaves trays just to direct water right into the gutters.
Cast og has putty and bolted joints.
