Valley Guttering problem

Hi I have just had an extension put onto my house and there are three valley gutters. There is no batons at each side of the guttering and you can fit your whole arm underneath the tiles. The tile batons are sticking out onto the gutter and the tiles are not cut straight. There is no stopper in for water going through under the roof tiles. there is also no overhang on the bottom of the valley gutter so means water may go into the facia??? He said this is finnished ? Can someone please help and let me know should u be able to fit your arm under the tiles? is this done prope

You can get "dry valleys", but they are not like what you describe. It sounds like a poor job from your description

And there should be a projection [of a fibreglass valley or of lead] into the eaves gutter
 
you see the sand paper part of the tray in the valley the tiles should finish there like on the outside edge of it i think he may have cut the tiles short that's how you can see the battens

and should you be able to fit your hand underneath the tiles of should this all be covered up and filled?
 
Some of these valleys can be left "dry" ie no mortar, but it depends on the tile and the valley type. But if dry, then the battens are cut back and the tile rests on an upstand part of the valley so that there is no gap for hands or birds

The rough strip on the valley is intended to grip mortar
