Roof leak - deteriorated membrane or valley mortar?

Following heavy rain and strong winds recently, water has started coming into the property. We have had the felt around the box gutter extended, as seen in the photos.

The same roofer has now advised the membrane is deteriorating, there are rips and holes in various places and it stops short of the valley. They have recommended a full membrane replacement.

I’m just keen to understand whether this is necessary and will fix the issue of the leak. Another roofer has said the mortar needs repointing and one of the tiles falls short of the valley, so needs to be replaced. The tiles can be lifted away easily at the moment and that shouldn’t be the case.

I’m wondering what needs doing. Repointing or new membrane.

It's a tricky area, it's looks like a bit of a bodge.
The membrane certainly looks rough, I wonder how that hole appeared? Looks like it been poked in.

There's white blob of what could be cement or silicone sealant, certainly not appropriate here.

Get another roofer out there have a look, ideally someone who specialises in leadwork, that's what it really needs, up the wall right up to the coping stones and well underneath the tiles.

Your roofer might not be the best in town.
