Roof - poor job

My neighbour has had his roof recovered. Rainwater has been getting into my property. I got out a roofer and he told me it was poor and placed felt below some of the tiles on the party wall line as there are gaps in the tiles and head nail holes showing.

My neighbour says it's not leaking into his property and therefore there is nothing wrong. The roofer returned and said there is nothing wrong with the roof.

would anyone mind giving their comments. Maybe I can convince my neighbour the roofer is having him on.

Oops. Forgot to mention, the roofer said it has the minimum headlap and he can remove tiles 18 inches over my side if the roof without permission.
 
They look the same tile so how can he be so far out of line with your tiles.

Wierd! Appears from the pictures the headlap your side is very poor.
A situation like this calls for a bonding strip.
Its likely in the past there had been leakage held back by the underlay which has now been cut/disturbed hence you now have a leak..
Your roof should have been left as it was.
A mess.
