Hi

What are appropriate roof tiles for a roof which has a roof less than 15% pitch to get through planning approval

For planning purposes, the tiles need to match or at least fit in with what is there now. The pitch is irrelevant
 
The house is a old terraced with grey slate. Would they be ok with a less than 15 degree pitch?

I think you need 22.5 degrees for slate - any less and you can get leaks from water running back under the slate. If you are replacing an existing slate roof with 15 degrees pitch I bet all the wood is rotten
 
If planners are insisting on a slate tile, then you use slate tile and adapt the roof sarking to deal with the low pitch

If the planners aren't bothered, then you choose any tile you like from the manufacturers catalogue which is suitable for 15 degrees with no extra sarking precautions
