How many bathrooms do you know that have 95% saturation?
Percentages in this context are almost certainly relative humidity. That is the ammount of water vapour in the air relative to the ammount it can hold at the current temperature.
As the relative humidity nears 100% anything that is even slightly colder than the ambiant air will get condensation on it.
If you have the extractor fan off and a bath full of sufficiantly hot water a bathroom can easilly reach 100% relative humidity. Not that letting it happen is a particularlly bright idea
