Room thermostats

We have neither a room stat or any trv's connectingto our combi boiler and its about time we had. I know how these work but im trying to picture the system in our house.

For a room stat only I would situate it half way up the stair well between hall and landing. This is the coldest part of house. The front room is where we spend most evening so I will use this room as the example. It has two rads in and warms up very quickly when heating is on. So if I set the room stat on stairwell to 21 degrees, I know the front room will warm quickly and the boiler will still be trying to get the stairwell upto 21 degrees, leaving the front room too hot and uncomfortable. Im guessing I now have two choices.....
1. Lower the room stat for boiler to cut out before front room gets too hot. But wont this give a false temperature ie. low temp on room stat but rest of house is a higher temp?
2. Fit a Trv in the front room, set this to a comfortable setting and set room stat to 21 degrees. Again the boiler will still be working to get to room stat temperature when front room is comfortable. This wasting gas, so again should I lower room stat by trial and error to get the boiler to go off as front room nice and comfortable

This is just one room and all but hall would have a trv fitted. I guess ive kind of answered my own question. Writing it out makes it more clearer, but if I lowered room stat im concerned its a false temperature when rest of house is much warmer..

Am I on the right track here? Is this the norm for everybody?

You can't sort a badly sized/balanced system with a thermostat.
Even without a thermostat your radiators should be sized accordingly to give each space the desired temperature.
You would be best to sort that first if you can ,either balancing or resizing the radiators.

I would always site the thermostat in the lounge. That's where you are sitting , not on the stairs.
You could of course introduce trvs which will help to correct a badly designed system.
