Is it law to have to have a roomstat fitted in a fully pumped gravity fed central heating system?

I want a new wall mounted condensing boiler fitted and the British Gas rep says it is.

Yes it is. When installing a new boiler you must fit a roomstat if one is not already fitted.

I knew someone would say that! You're dead right of course but I think it's the easiest and best way of doing it while complying with the benchmark.
