Rough plaster after stripping all paper.

Hi all,

I'm currently redoing my front porch due to damp and a flood. Ive stripped back the paper to what I think is the original plaster and I plan to put up lining paper and then paint or wallpaper.

What's the best way to prep the walls and what should I do? Pics below.
