Rubber matting in switchrooms?

Hi guys,
What dictates the use of rubber matting on switchroom floors, is it just good practice or is it part of the EAW reg's?

As far as I know there is no 'regulation for it' although it might be in the Health and Safety Guidance on Electrical Safety At Work.
I think it has always been considered good practice although there are far better ways of ensuring your own safety, especially in a switchroom - ISOLATE THE SUPPLY
 
IMO the highest risk in a switch room is from arc flashes or shock due to contact with earth metalwork (ie, the trunk/encl). A concrete slab doesn't conduct too well - irrespective of how close to the origin contact to the mains in made.
