Rubber seal folded under panel of large window

The rubber seal on the external side of my approx 5.5ft wide window is folded under the panel itself, for most of the length of the window. (see photo) It has hardened in this position and has probably been like this for some time.

Is there any reason that I should not just seal this up with some black exterior sealant? Would I be better off getting this replaced properly?

(I don't want to take out the large panel myself)

You could try to tap it gently back into the groove, using an old blunt screwdriver.
 
It's extremely solid. I don't think it's going anywhere for me. It has receded below the line where it should be along the 5ft of window.
